This is a trip that I've done a few times (I live close to the start/finish) to combine riding my bike and doing some grocery shopping in Hoek van Holland. The 'start' (from delft to Hoek van Holland) has a nice curvy road in it, including a bit of 'racetrack' where there's virtually no traffic and you can lean your bike a bit if you'd like. The way 'back' (Hoek van Holland to Delft) is slightly less interesting, but there's a lot of straights with no crossroads where you are allowed to do 80 km/h.

There will likely be quite some cops around the Hoek van Holland area, I'm not sure but I think the Marechausee (border police) has a base there somewhere.
